  Born in April 1972 in Inner Mongolia, Bao Liying is a researcher and a doctor of engineering. She participated in the work in July 1993 and joined the communist party of China in November 1990. She successively received her bachelor's degree, master's degree and doctor's degree in BIT in 1993, 2000 and 2007, respectively. She had served as both Deputy Party Secretary and Vice President of the School of Materials Science and Engineering and School of Chemical Engineering and Environment in BIT, successively. And she also worked successively as Party Secretary of the School of Chemical Engineering and Environment, Party Branch Secretary and Deputy Director of BIT Library and also Secretary of the Committee. In March 2015, she was appointed as the Propaganda Minister of Party Committee and the director of News Center in BIT. In January 2018, Bao Liying was appointed Deputy Secretary of the Party Committee of BIT.

  

  Bao Liying mainly engaged in higher education management and ideological and political education work research.
